Well, first, the bowl is NOT an appropriate environment. Turtles require a minimum of a 20 gallon long tank, even hatchlings. They also need a UVB light, and a basking light, plenty of room to swim, and a nice piece of wood to crawl under to sleep. Minimum depth of water should be 6-12 inches. As they live around 40 years and most grow to between 6 and 12 inches, plan on purchasing a tank of 75 gallons to 150 gallons within the next 2-3 years as well.
In order to determine how much water conditioner to use, you need to know how much water is in the container. Without that information, we can't suggest an amount either. 6-8 drops is sufficient for one gallon, however.
