One block treats 20 gallons Dink777. It does not keep the tank clean, it prevents bacterial diseases. Your turtle will not drown, it was born to swim, and baby turtles can be found swimming in large lakes, ponds, and rivers all the time. It is recommended to have at least a 20 gallon tank filled 10-12" minimum for a hatchling turtle. They love to swim, and turtles, including babies, sleep at the bottom of ponds and lakes, etc., in the sludge found there or under logs or rocks. The bottom of a tank should mimic this with large mopani wood and natural rock. Just be sure it is positioned so it cannot be knocked over.
Your 10 gallon is actually too small, but will be okay temporarily. Fill it halfway to three quarters of the way full for your turtle and cut the block in half. Place it behind or under a rock in such a way that it will dissolve but the turtle cannot reach it.
