Air pumps will be very loud if there is a restriction of some sort, if they are the incorrect size for the application or if the diaphragms inside are getting old and need replacing. Restrictions include kinked tubing, oxidized tubing where it attaches to the air pump port (will look brown or black, remove it from the port, and snip this portion off, then re-attach), or a clogged air stone. If the air pump is being asked to operate something a lot smaller than what it can handle, such as a one inch air stone in a 20 gallon tank, for example, air will not exit at a proper rate of speed, causing a lot of back pressure, hence, noise.
