Wow, that is some hard water! The easiest way would be one of the following:
- do water changes and use 50% your water, and 50% bottled NATURAL spring water - if there are no fish yet, just do a 50% water change with the above ratio of new water. If you have fish, do a small water change every 2-3 days until it drops, again using the above ratio. Typically, you should see results in 2-4 water changes
- add driftwood to the decor along with some filter peat. Such peat comes with no fertilizer, and will slowly remove the hardness over several days. It may add tannins, causing the water to appear darker, but not dirty. It's a cool look, in my opinion. It gradually wears off though, leaving the softer water behind, over several days.
