There are a lot of possible reasons, but to narrow them down, we'd need more information. In the meantime, the most likely one is that the tank has all brand new water in it and needs time to establish the biological filter or you are overfeeding. Be sure to change half the water weekly (this is required for turtles, regardless of filters), and feed twice a day, 1 foodstick or pellet per inch of shell diameter or what they can eat in 1-2 minutes.
